WASHINGTON, Jan. 1.—Although operation of the American forces on the Western front have been confined to narrow limits, the presence of the troops on the firing line has strengthened the faith of the allies in ultimate victory, Secretary Baker today declares in his weekly military review.
The secretary points out that at the beginning of the New Year the British dominate Flanders plain. The French with their defense line unimpaired, control the strong strategic positions along the Laon region as the result of successful attacks along the Chemin Des Dames. The Italian defense is holding against the Teutonic assaults of the past six weeks and referring to the direction of Russia the review says the Germans are proffering assistance to the government in establishing normal international conditions.
