At the late Westminster Election Dinner in London, Mr. O'Connell said "He gloried in proclaiming himself a Radical Reformer: by which he understood Universal Suffrage, Vote by Ballot, and Annual Parliaments."

This was an equivalent to a proclamation of war ad internicionem against the British Constitution and Government. A wise reformer would confine himself at first to what could be deemed practicable. Very wild projects sometimes bring into suspicion the sincerity of the projector.--Nat. Gaz.
