TURIN, May 4

Extract of a Proclamation by General Menou.

"Citizens, ill-disposed persons are busy in circulating the most calumnious and perfidious reports. Attempts are made to make the people believe, that they may confidently look for the return of the former order of things, as if France had laboured for the period of twelve years only to see herself stripped of the fruits of its victories, as if the wise and enlightened policy of the magnanimous Bonaparte could be supposed to retrograde a single step. Those ill-minded persons tell you, the administrator-general is endeavouring to re-establish order: he is repairing a part of the ruins with which the brigands had heaped the face of Piedmont: he is anxious that wise, enlightened and dispassionate men should fill places of trust and power. Above all, he earnestly endeavours to promote the re-establishment of morality, of decency, and respect for the public morals; therefore the administrator-general aims at restoring the ancient regimen. Can there be any thing more insidious, and at the same time, more absurd, than such insinuations and suspicions?

"Citizens, let it be always present to your recollection, that you now form an integral part of the French Republic; that as long as I shall be invested with the power entrusted to me by the First Consul, I will not allow any individual to interrupt the tranquility of the 27th division: pay no attention to those shameless men, who daily invent rumours to which they themselves give no credit, and thus take advantage of your credulity. Believe me, you will do well, in every thing that concerns you, to rely solely on the magnanimity and generosity of Bonaparte."
