Washington, Feb. 8.—The ratio of representation was fixed at a late hour this afternoon by the casting vote of the Speaker, at 48,000. Mr. M'Duffie has made a report, and offered a bill as Chairman of the Committee on Ways and Means, for reducing the duties—the amount of which is that at the end of two years the duties will be only 12 1/2 per cent. on all articles; after June, 25 per cent.; after June, 1833, 18 per cent, and June 1834, 12 1/2. He might as well have offered a bill directing all the manufactories and work shops in the United States to be set on fire and reduced to ashes. Call you this Compromise?—an Equitable Tariff; a just and fair mode of relieving the South? It is nullification by an act of Congress.—Correspondent of the N. Y. Commercial.
