Extract of a letter from a gentleman in Liverpool, to his friend in New-York, dated June 10.
We have just been informed by a gentleman, who said he heard his friend say, that he had received a letter from a Mr. Leister, now in St. Domingo (who from his situation had a very favorable opportunity of prying into the secret transactions of Santhonax and the administration of that island,) who mentions that Santhonax, not contented with the villainous ravages and cruelties committed on the devoted Americans, by fire on shore and plunder at sea, has hired a number of incendiaries, and sent them to the different populous towns in the United States, for the purpose of inoculating the inhabitants with the Yellow Fever; that finding his attempts proved so successful in the years '93, '94, and '95 by that fatal disease, and by the innumerable fires during the last winter, he is still determined to prosecute his infernal designs till he has spread devastation throughout the American continent.
