BOSTON, Feb. 3.

Nearly 90 days have expired since we have heard officially from our Extra-Envoy at Paris; and the public ought to be prepared to hear that they will be refused.

The United States at this eventful period has but a choice of difficulties.—Their citizens must either patiently endure the continuation of the depredations on their commerce—suspend their navigation entirely—arm their vessels—or, insist, that the government, which will not protect their lawful trade, shall compensate them for all spoliations on the ocean. On Monday next, Congress will enter on the great question—to arm—or be plundered. The members who compose the Councils of the United States coming as they do from all parts of the Union, certainly possess the best information, and will undoubtedly decide on the great question which will be before them, with dignity, firmness and justice.

We understand, that orders will be immediately issued for mustering the 80,000 requisition troops. To be prepared for war is the best mean to preserve peace.

Spirited measures are adopting in South Carolina, to aid the lust of war, in case the United States should be driven therein, by the injustice of any European power.

QUESTION. What would the French Directory say to an American Minister, if he should find fault with any of their treaties with the Emperor the depot of Prussia, the Old Woman of Portugal, or the insignificant Don of Spain? What? They would tell us to mind our own business, and not trouble ourselves with their treaties. Let our Jacobins think of this.
