SECRET TREATIES.

From the London Morning Chronicle.

The king of France, according to the opinions of those who know him personally, is a clever man. How then must we have startled at the disclosures made to him by the Duke of Wellington, on his arrival from Verona, of the secret treaties existing between Russia and Austria, and the occult machinations these two Powers have long been carrying on for their own purposes and individual aggrandizement, whilst all the time they were signing general manifestoes, breathing pacific intentions. What must have been the King of France's impression, when he had counter parts of the treaty of Tilsit before his eyes! No matter how these important state papers came into the hands of their present possessors-whether signed, sealed, and delivered in due form-whether they cost much or little, or whether their change of hands was followed by dismissals from the Austrian or Russian Chancery. Their tenor and meaning are sufficient to prove that the treaties by which the Allied Powers ostensibly cling and act together, as they say, for the peace and welfare of Europe, are no other than instruments to promote their own personal views, and to serve as a cloak to that real conspiracy in which they are engaged to make themselves masters of Europe. The King of France has had ample opportunity to know that professions of liberality and justice of the magnanimous Alexander are empty sounds, and if anything more is wanting to convince him of this fact, he has only to analyse the Verona Circular. He has seen enough to teach him that this mad plan of interfering in the internal concerns of independent nations must eventually bring ruin on the aggressors, and throw their partizans and abettors into disrepute. He can no longer doubt the views of Alexander, after concentrating his Cossacks on the Pruth, and that the object of the Muscovite in urging France to embroil herself in a war against the Peninsula, was no other than to occupy the attention of England, whilst he pushed his own conquests in the East.

The following are the secret articles of the treaty of Tilsit, signed on the 7th July, [25th June,] 1807.

Arr. 1. Russia shall take possession of Turkey in Europe, and shall push her conquest in Asia as far as she shall think proper.

2. The House of Bourbon in Spain, and of Braganza in Portugal, shall cease to reign.-The crowns of these kingdoms shall be given to a Prince of the family of Napoleon.

3. The temporal power of the pope shall cease to exist, Rome and its dependencies shall be united to the kingdom of Italy.

4. Russia engages to lend France her marine for the conquest of Gibraltar.

5. France shall take possession of the cities of Africa, such as Tunis, Algiers, &c. and at the general peace all the conquests that have been made shall be given as indemnities to the kings of Sardinia and of Sicily.

6. Malta shall be occupied by the French. No peace shall be made with England until it is ceded by England to France.

7. Egypt shall also be occupied by the French.

8. The vessels belonging to the following powers shall alone be permitted to navigate the Mediterranean, viz: France, Russia, Spain, & Italy. Those of all other powers shall be excluded.

9. Denmark shall be indemnified in the north of Germany, and by the Hanseatic towns, provided she yields her fleet to France.

10. The emperors of Russia and France shall endeavor to effect some arrangements, by which no power shall send merchant vessels to sea unless it possesses a certain number of vessels of war.
