NEW-YORK. MAY 31.

A plan is said to be on foot to clear the channel of the North river from Hudson to Albany, for the purpose of facilitating the navigation between those places, by narrowing the stream at certain places, and increasing the rapidity of the current. This is an object of very great importance to Albany, for in a dry season the bars have formed to such a degree as at times even to obstruct the passage of the steam boats. We are not acquainted with the particular state of the river between those cities, nor with the number or character of the bars across it. The probability, however, is, that much may be done towards the accomplishment of the object in view.

A number of years since, a company was incorporated in the state of Connecticut, for the purpose of cleaning the channel of Connecticut river, between the towns of Hartford and Middletown. That association commenced their operations without the benefit of experience; but they succeeded to a very considerable degree, although they had to remove the obstructions caused by a great number of bars, and one of them formed by trees and timber, covered with earth. According to our recollection, they had gained, two or three years ago, from two to three feet on most of the bars, and had rendered the navigation vastly more free, and much less expensive and dilatory. They proceeded altogether, except in the raising of timber, by narrowing the stream, and increasing the current. If the citizens of Albany who may be engaged in the project, will take the trouble to send to Hartford, they may gain a good deal of useful information relative to the mode of carrying it into effect.
