NEW YORK, MAY 16.

Late from France.—The ship South Carolina, arrived at New York, from Havre-de-Grace, brings intelligence from that place as late as the 7th, and Paris accounts to the 3d of April.

From an intelligent gentleman who came passenger in this ship, and who during his residence in France, has employed himself in noting, with much precision, the "passing tidings of the times," the following particulars have been obtained:

Mr. Monroe, had not arrived at Havre on the 6th April.

Gen. Bernadotte had received instructions to be in readiness to take his departure for the United States, in the month of May, as Minister Plenipotentiary. His retinue will be very numerous;—and the splendor of the embassy will, it is thought, be without any previous example in this country.

After the 1st day of Germinal (March 22) the current coin of the French Republic will bear the "image and superscription" of the First Consul.

Malta remained in the possession of the British: and it was said by some that the French had relinquished it for seven years.

The island of Sardinia, according to report, had been purchased by the English Government, for thirty millions of livres; but the French had expressed a determination to prevent the taking possession thereof.

Couriers between England and France were frequent. Mr. Wright (a messenger) passed thro' Havre on the 28th March, on his way to Paris. On being questioned, what he thought of the present crisis? he answered, it will be decided in a few days.

The number of Englishmen, in Paris, is now computed at 15,000. They were leaving that city with much precipitation. The Duchess of Dorset and Count, had taken leave of the First Consul, and were to quit Paris the 4th of April.

The preparations for war on the part of the French progressed slowly; and from this circumstance, as well as the supposition that Bonaparte would make some sacrifices to the love of peace, hostilities were not expected to take place at present—

The First Consul having determined to put St. Domingo in the same state as before the revolution, 50,000 troops were to be sent there in the month of May.

The First Consul and family, the Ministers of War, of the Interior, and of Finance, the Counsellors of State, Senators, and several Officers of distinction, with a guard of 1200 men, were to leave Paris on the 1st of May, for Brussels, where they were to be met by the Archduke Charles, the King of Prussia, and Gen. Moreau. This meeting is supposed to have for its object an alliance between Austria, Prussia and France.

Egypt was evacuated by the British, on the 10th of February.

A secret Senatus Consultum, it is said, has increased the allowance of the First Consul to the immense sum of thirty six millions of livres per annum.

The vessels fitted out for the expedition to Louisiana, were yet in the ports of the Batavian Republic. The British minister having declared that on their going out, the cruisers of his nation would take possession of them, is probably the cause of their detention. They have been ready for sea more than five months.
