Commission Will Visit Site of Disaster For Exhaustive Survey.

LOS ANGELES, March 19. — A state board of inquiry, charged by Governor Young with the duty of uncovering the causes of the St. Francis dam disaster, launched its investigation here today.
After a meeting at the state office, the board headed by A. J. Wiley, engineer of Boise, Idaho, was to proceed to the site of the dam and conduct a further investigation there.
Official reports on the causes of the disaster, which are being made to District Attorney Asa Keyes by his board of engineers and geologists, are to be bared at the coroner's inquest, Wednesday.
They are said to be of such a nature that they will furnish the basis for a grand jury investigation which may result in the return of manslaughter indictments against officials who built the dam, it was said.
Coroner Frank Nance announced today that he would call the entire personnel of the bureau of power and light, involved in the building and maintenance of the dam to testify Wednesday.
Engineers, construction supervisors, draftsmen and employees charged with caring for the structure will testify and plans and photographs of the dam will be introduced as part of the hearing.
