Extract of a letter dated Liverpool, Nov. 23.
We are much alarmed with the ideas of a French and Spanish war. The press is very hot both by sea and land, in all sea ports in the three kingdoms. A large fleet of the line are put into commission, and will soon be manned, which is the likeliest matter I know to prevent a war. Insurance has continued to rise: from Dominica we insure 1000l. from thence to Liverpool, and gave 20 guineas to return 5 if she sailed with convoy. No trade can bear such a premium. The African trade is now quite put a stop to.
