Should Be Outlawed
Striking proposal in Congress to outlaw peacetime conscription in all
nations that are members of the
United Nations Organization
and to secure an act
of agreement to be enacted.
Washington, D.C. To make it effective in all
lands under UN will be a Herculean
task challenging the highest states-
manship. Huge powers and other dip-
lomats possess.
We have never believed and do
not now believe that the
American people
want military draft in peacetime
despite speeches and polls to the contrary.
We point out in many
directions though
to making the ban universal.
We don't believe it can be done
now. We don't believe there is
enough persuasive power in the
whole UN to bring Russia into
the plan in this question. Certainly
there is at the moment no evidence
to justify such a hope or expecta-
tion. And Russia's the big question
mark as in most
issues as in war. Win the Soviets over and
the plan succeeds. Until then, there
will be no universal ban against pre-
paring in peacetime at least for an-
other great conflict.
