SALEM, June 19.

Capt. Gibaut assures us, that when he was at the Cape, the state of defence at the Cape of Good-Hope, was far from being so good, as we were taught to believe:–That the inhabitants supposed that they had suffered from the vilest treachery:–That the English fleet were totally unable to have taken the town, and must have been obliged to make terms for themselves should they not have received immediate supplies:–That their troops were few and of the meanest character, and that their officers were young, and entirely unexperienced.
