WASHINGTON, Nov. 13.....This day commences the second Session of the Sixteenth Congress, which must terminate, by its constitutional limit, on the 3d day of March next. The Members are assembled in such numbers, notwithstanding the disagreeable weather of the few past days, that there is no doubt of both houses forming a quorum. The usual hour of meeting is at 12 o'clock; when it is presumed a Speaker will be chosen in the House of Representatives, to fill the chair vacated by Mr. Clay The other officers remain the same as at the last session, viz:

Charles Cutts Secretary.
Mountjoy Bayly, Sergeant at Arms.
Henry Tims, Doorkeeper.
IN THE HOUSE OF REPRESENTATIVES.
Thomas Dougherty, Clerk.
Thomas Dunn, Sergeant at Arms.
Thomas Claxton, Doorkeeper.
Beni. Burch, Assistant Doorkeeper.
The Members of Congress are the same of course as they were at the last session, except the few, six or eight only in number. chosen to fill vacancies occasioned by death or resignation [Nat Int.
