General Garcia, the Carranza consul here, today issued the following statement which may be accepted as presaging the final closing of the long period of bloodshed in the lower republic.
"Representatives of the Carranza government are arranging for the surrender of the Villa army. Villa leader having decided to refrain from further hostilities against the present government. Villa has left for Chihuahua to make final disposition of his affairs in Mexico and will probably enter the United States tomorrow in accordance with an agreement that he be allowed to leave Mexico without molestation. His followers will be granted amnesty in so far as the demands of justice can be strictly complied with and the troops will be disbanded and returned to their homes as soon as practicable."
VILLA SIGNED PEACE AGREEMENT TODAY

EL PASO, Dec. 20.—A full agreement has been reached between the Carranza representatives and papers were signed at noon today whereby the Villa faction in Mexico concluded peace terms with the de facto government of Mexico.
The conference which was held between Mexican Consul Garcia and former lieutenants of Villa at the consulate at El Paso made final disposal of all matter in connection with the elimination of Villa and the disbandment of his military forces.
Villa himself is in Juarez signing the peace agreements which eliminate him from Mexican affairs.
It was stated this afternoon that the final arrangements for Villa to enter the United States are being perfected.

WASHINGTON, Dec. 20—On what is presumed to be an application of Villa, made through his representative in the capital, the government has decided that the late dictator shall receive the same asylum accorded other political refugees should be enter the United States.
