Extract of a letter from New-York, August 23.
"The last fortnight has been almost wholly taken up by the House in considering amendments to the Constitution -and which was happily terminated yesterday, when two thirds of the House agreed to recommend to the people about fifteen or sixteen distinct articles.--Those will be sent to the Senate on the morrow -and after they have been canvassed and agreed to by two-thirds of the Senate, they will be sent out to the people to be ratified by three-fourths of the States, either in their Legislatures, or in Conventions to be chosen for that purpose.-- I am not able yet to say which mode will be recommended by Congress. I have some doubt, however, whether the Senate will pass upon them this session- indeed, if Congress should adjourn in the course of three or four weeks, I rather am of opinion they will put the subject over to the next meeting of Congress, which will be in December or January."
