Four companies of artillerists and engineers have been ordered from this place by the President, to take charge of, and put in repair the works in the sea-ports.—Capt. Frye to Governor's island, in the state of New York, with a company; capt. Mitchell at Fort William, below Philadelphia; capt. Morris at Baltimore; Capt. Blackburn, at Norfolk, Virginia; and capt. Killeven, at Charleston, S. C. On what account the arrangement is made, we can only conjecture; but we are all decided friends to the present happy constitution of our country
