Pleads For Show of
Confidence In U.N.
LAKE SUCCESS, (AP) U. S. delegate John Foster Dulles, whom the Russians have called a "warmonger," opened debate yesterday on secretary of state Marshall's plan to hold the 57 United Nations in session here the year around.
Without mentioning the 22 vetoes Russia has used to exert her will over majorities in the 11-nation security council, Dulles appealed for steps to regain public confidence and prestige needed for successful survival of the United Nations.
The American delegate advanced the opening arguments in the regular assembly's 57-nation political committee.
He said there was widespread disillusionment over the progress of the U. N. and that Marshall's proposal for a year-round "little assembly" was designed to provide a solution.
Dulles' only reference to earlier Russian charges that the U. S. was attempting to by-pass the security council and get around the
veto was a declaration that the proposal, of course, contemplates that the interim committee shall respect fully the primary responsibility of the security council for the maintenance of international peace and security.
He then held out an olive branch to the Russians by noting that "we are not committed to any particular formula or language and we welcome constructive suggestions for the improvement of our proposal."
