John Kelly Speaks.
New York, Sept. 15.- Mr. John Kelly
in a speech before the Tammany Hall Com-
mittee on Organization, said the Irving
Hall had accepted Tammany Hall's pro-
position, for harmony in a friendly way.
The Conference Committee had been ap-
pointed by Tammany Hall, with a sincere
desire for the welfare of Democracy, not
only of this city and state, but of the na-
tion. Mr. Kelly here said that the State
Committee had
EXCEEDED ITS AUTHORITY
at Saratoga.
The Syracuse Convention
recommended that there should be union
primaries in New York to elect delegates to
future conventions. The convention rec-
ommended and resolved that the State
Committee should supervise the holding of
the primaries. In fact, that they should
be held under their supervision and aus-
pices.
This meant that the committee should
come to New York and have the primaries
conducted under their auspices and super-
vision. The state committee did not do this.
The committee delegated its authority, if it
had any, to the county Democracy. If its
orders were obeyed, Tammany Hall and Ir-
ving Hall would virtually have to disband
as organizations. They would have to sur-
render to the county Democracy, which
would become the only Democratic organi-
zation. Mr. Kelly then said that
DIVISIONS IN THE DEMOCRATIC PARTY
in the past had led to defeat in the city,
state and nation. The Democrats in the
rural districts of the state were dishearten-
ed when there was not a union in New
York. In 1881, there was a split of the
party here. The
Republicans
won the big county offices.
The county
Democracy's candidate for surrogate and
their ticket was third in the race. Tam-
many Hall polled a much larger vote than
the county Democracy. The latter organi-
zation prided itself on its regularity. Reg-
ularity should mean
THE MAJORITY OF VOTES
in Democracy. The faction polling the
largest vote should be recognized as regu-
lar by a Democratic convention. Mr. Kel-
ly also gave it as his belief that the citizens'
party was being reorganized for the pur-
pose of joining hands with the county
Democracy. It was decided that the call
for the regular Tammany Hall primaries
should be issued as heretofore by the dis-
trict committee.
