Full Text

Extract of a letter from New-York, dated August 4, 1789.

"You will see by our news-papers, that the taxes imposed by Congress are very trifling; they will, however, raise a large revenue, as they hold out no temptation to smuggling; and the consumption of British and West-India goods is now very great through the United States. But these taxes are not the only resource of Congress, for it is well known that the sale of the unoccupied lands is sufficient not only to support the expenses of Government and pay the interest of our national debt, but even to clear off the capital in the course of ten or twelve years."
