SUMMARY FOREIGN
London dates up to the 12th of August, have been received at New-York via Liverpool. They contain nothing of consequence—their most interesting details we have elected to lay before our readers. We are informed by them that a regular plan of fortifying London has been adopted; numerous addresses of support have been presented to his Britannic Majesty. Vigorous measures adopted throughout the kingdom, to resist impending danger. Martial Law proclaimed in Ireland, and a suppression (we believe momentary) of disturbances.
From France we learn that preparations for the 'Invasion of England' still continue to be prosecuted with unremitting zeal and expedition in their ports, and those of Holland.—Bonaparte, who will conduct the invasion in person, was expected to leave Paris in the beginning of September, to repair to St. Omer, where the headquarters and seat of government are to be established for the winter. Bonaparte, we understand, has sent an embassy to Louis XVIII. offering large indemnities, in case he would resign all claims to the throne—this, as might be expected, has been rejected, and the concurrence of the Princes who have approved his answer solemnly pledged to make good his claims to the throne.—A report has prevailed that at Paris an opposition party, headed by Moreau, has declared itself—this needs confirmation.
Embarcations were making at St. Maloes and Granville;—a body of 70,000 men were also embarking at Havre. Brighton, in Sussex, is the immediate object of this latter armament, whilst other detachments are said to shape their course for Kent and Essex. Others maintain that the expedition is intended for the conquest of Egypt.
Brussels letters speak of the mediation of Prussia and Russia to bring about a pacification betwixt France and England. These details are no ways authentic. Though there is no certainty in the reports respecting the dispositions of these powers, yet we have some ground of reason to suspect that the Court of St. Petersburg is hostile to the First Consul. in the insults (real or pretended) which are said to have been offered the Russian ambassador by Bonaparte. Prussia seems inclined to favor the pretensions of the First Consul.
The Senate of Hamburgh have made representations to Great Britain, respecting the blockade of the Elbe. The King and Queen of Sweden visited that town on the 27th July.
Spain appears less pacific towards England than ever, and formidable preparations for war, making all over that kingdom.
It is confidently asserted that the House of Austria will bear an active part in the war, against France.
The seizure of Hanover has, it is said, given umbrage to the Northern Powers.
A Grand Master to the Order of Malta, has been elected at Messina.
No alteration in the situation of Demerara, had taken place when the last accounts came away.
Cape Francois continues in great distress. and blockaded by the English—the negroes in possession of the principal ports.—Port-au-Prince is in a most lamentable situation, and a state of utter starvation.
We understand that the Cape of Good Hope is put in a most formidable state of defence, and that Gov. Jansen is determined to resist any hostile attempt. For more particular information we refer our readers to the head of foreign intelligence.
The present uncertainty of affairs is such that it would be the height of presumption and folly to hazard any political assertions of what will and will not come to pass. Time will develope the whole—Suffice it to say that the present æra is the most wonderful and important of any upon the records of time, and will greatly affect the whole world, which ever way the scale preponderate.
