PARIS.

Extract of a letter from Citizen Barthelemy to the Committee of Public Safety.

Translated from the Moniteur of April 12.

"The reasons assigned by Count Goltz for not removing, according to my wish, the seat of our negociations from Basle to Paris, are as follow. 1st. He thinks it would be very difficult for us; amidst the bustle and intrigues of that metropolis sufficiently to insulate ourselves for the settling of important business; and, 2dly, he says, it cannot be denied, that there still exists a tail of the Austrian Committee, extending as far as Paris, which would exert its utmost efforts to clog the negociations, and to impede their success."
