Russia.

The answer from the Czar to the last note of the four powers, has not yet been received. It is generally believed in France, and England, that the design of Russia is to delay the answer just as long as possible: mean while she is laying her plans, and getting ready for an awful strike in the spring. When she hopes to find France and England asleep. When Russia gets ready for war fully, then she will answer the note promptly, and not before. But France and England we think, from the signs of the times, will not be caught in that snare. They have made up their minds to be ready, whether they have peace or war.
