WASHINGTON, Sept. 21.-General Pershing wired the War Department today that "five thousand to seven thousand Villistas in Juarez" are falling back toward the American border.
The dispatch was shown to and discussed with President Wilson by Acting Secretary of War Breckenridge, when he saw the executive today, it is understood.
Pershing's report also advised of "a general movement of Villistas toward border points." State Department advice today confirmed Villa's evacuation of Torreon. Pershing's dispatch created the impression in official circles that the retreat approximates a general rout of Villistas by Carranzistas.
The Villa junta here denied the truth of the Pershing and State Department dispatches. Defeat of Carranzistas under General Calles at Nogales, Mexico, by General Maytorena's forces also was reported to the State Department.
