On the inner side of the envelope on a copy of the President's Message, forwarded to us by our Representative in Congress, is endorsed, "I send you this before it is delivered." We received it yesterday, 21 days afterwards! We have received but one National Intelligencer since the commencement of the session, and our papers in general arrive more irregularly than ever. If things are managed in this way much longer, with the same progressive improvement, we had as well be on the summit of the Rocky Mountains, so far as regards our intercourse with the Seat of Government. We repeat, that, for the balance of four years that we have had the management of this paper, not one half the irregularity has occurred that has taken place within the last six or eight months. If the Postmasters between this and Washington are not all Jackson men, good and true, we would most respectfully suggest to Mr. Barry the propriety of inquiring whether some of them might not be reformed with advantage to the public?—Pendleton (S. C.) Messenger.

With regard to the Intelligencer we might make the same remark respecting its regular arrival, though we suspect the fault is at least in a measure attributable to the editors. Instead of sending them as soon as they are printed, one publication in the week is delayed two or three days, in order to save trouble or wrappers by sending two at a time. This to us in the country is peculiarly aggravating, as we look to that paper for correct information and impartial statements. But in its regular arrival, it is probably the least to be depended upon of any paper which reaches the town.—The National Journal is frequently three or four days in advance of the Intelligencer—at the present time, for instance, we have the former of the 23d, and the latter of only the 21st inst.
