GREAT QUESTION AT INDIANAPOLIS:
"What is He Here for?" -Speculation Answers That the Treasury Is Disposed of; Also That He Is To Be Premier—CULLom Calls and Talks Outside a Little—Blaine's Friends Happy Over Report -Political News Notes.

WASHINGTON CITY, Jan. 28. -Senator William B. Allison left this city by the Pennsylvania railroad at 9:40 Saturday morning en route to Indianapolis. His departure was as unostentatious as possible. He expects to return on Wednesday or Thursday next.
The probabilities are that there will be a conference of Iowa Republicans at Indianapolis to-day. Col. Clarkson left here on Thursday night for Indianapolis, and it is understood among Iowans here that the question "Is Iowa to be represented in the cabinet?" will be settled beyond question before sundown to-day.

INDIANAPOLIS, Jan. 28.—Senators Allison and Cullom visited the president-elect yesterday. They reached here at noon and were met at the passenger station by Secretary Halford, who took them at once to the Harrison residence. It is understood through good authority that the Iowa senator was tendered the treasury portfolio, which he has accepted.
Senator Cullom, it is said, came here to advise the selection of Blaine for the secretaryship of state, and one who had a conversation with him after he came down town, says that it has been settled to place Blaine at the head of the state department, and Allison in the treasury.
In some usually well-informed quarters there is a feeling that it is the state and not the treasury department he is to occupy. There are some who think that the main object of the consultation was to discuss the Samoan question. The matter is now before congress, and as President Cleveland's administration is soon to close and that of Gen. Harrison to begin, it is natural that Republican members of congress would like to know the opinions of Gen. Harrison upon a subject of such prime importance. The general was as reticent as ever when seen last evening, and simply said he had nothing to give out.
While there is no doubt the cabinet question was considered at some length, there is reason to believe the Samoan matter was the chief topic of conversation during the afternoon. To sustain the idea that it is the state and not the treasury department that Allison is to have the fact that the Samoan question is one that would be directly under the state department is cited. If any other statesman than Mr. Allison was to occupy that department it is claimed he would have been called here and not Allison.
Ex-Governor Root, of California, was also one the visitors. He has been talked of for the interior department.
Senator Cullom left last evening for Springfield, Ills., but Senator Allison will remain the guest of the president-elect until this evening.
Delegate Emmerson, of Kansas, who has been to Washington to deliver the electoral vote of that state, arrived yesterday and called at the Harrison residence. He said that Kansas did not want a representative in the cabinet, and that the influence of the party would go toward securing the secretaryship of the treasury for Senator Allison. He was confident that Allison would be appointed and said that the opinion was general in the east that Blaine would be secretary of state.
A. W. Austin and R. C. Frey, of Alabama, were with Gen. Harrison for a short time. They said they had talked to Gen. Harrison about his southern policy, and that they felt certain that his appointments in the south would be confined to Republicans. They said that the sentiment in favor of recognizing protection Democrats by giving them offices was not endorsed by southern Republicans.
