BALTIMORE, April 25,

We have received this morning by the schooner Joseph & Mary, Almeida, from Havana, the Havana Diary extra of the 14th inst. which informs us of the arrival there the day preceding, of the corvette Sebastiana, from Cadiz, having on board Senor Don Juan Ruiz de Apodaca, who is appointed by the regency to succeed the marquis Someruelos and Don Ignacio de Alava in their respective commands, on land and sea, which are now vested in one person. On the 14th Apodaca was sworn in and entered upon his official duties. Someruelos and Alava return to the Peninsula, where the former will be employed in some public station, the latter has been appointed captain general of the department of Cadiz. Someruelos was appointed in May 1799, and has governed Cuba and its dependencies 12 years and 11 months.
