"Mr. Russell has been appointed by Gen. Armstrong, as Charge des Affairs. It is said he is a perfect stranger to the French language."

[Mr. Jonathan Russell, of Providence, (the gentleman above alluded to) is a man of first rate talents and accomplished education, and as such is well known in New-England; and, we presume, in New-York, where he some time resided. Commerce and law have been the subjects of his particular attention. He has resided several years in Europe, and while abroad spent a large portion of his time in France, where he must have acquired a considerable, if not perfect, knowledge of the French language.]
