"It seems to us that civil service laws and regulations in the final analysis worked effectively in Dr. Horne's behalf. He was reassigned in 1953 without loss of grade or salary which offer he declined to accept.
"It is difficult to imagine what more appellant could wish The decision also refutes Dr. Horne's claim that the offer of another job in the agency was not "reasonable" and that "budgetary reasons" was not a good faith justification for eliminating the position.
