May 4. The French declaration of war against Hungary has effected a great change in this place. The disposition of the people at large is favourable to France, which has so alarmed the aristocrats, that they are every where emigrating from the canton.—The fierce and imposing air with which France has declared war against the king of Hungary and Bohemia, has produced an astonishing effect in Switzerland. The party-aristocratic of Berne, who also gave the tone to Fribourg and Soleurre have found all their counter-revolution plans wholly deranged. The Canton of Bail has declared itself neutral, and has sent in a demand for the assembling a Diet extraordinary, to enforce a strict neutrality throughout the Helvetic body.
