The submitting of the Constitution of California to both Houses of Congress by the President, through their respective presiding officers, seems to have stirred up quite a fresh breeze in Congress; and taken the Southern ultras by surprise. That contemptible creature, Foote, of Mississippi, moved in the Senate, to lay it on table, which motion failed. The Senate were, at last dates, discussing a motion made by Mr. Douglass, to refer it to the Committee on Territories. These Locofocos are strange beings; they make great professions to the dear People of their attachment to democratic principles! Oh, yes, the PEOPLE—the sovereign People—God bless them, they have the right to make laws and rule themselves; from them emanates all power, and to them all power belongs, (that is, we suppose, we are to understand, when they are willing to use that power and sovereignty in subserviency to them, and to advance the personal schemes and selfish views of a few demagogues.) But before these specious and honeyed professions are cold upon their deceitful lips, they deny by their actions that the people have any right to be heard by petition. They deny that they have any right to form a Constitution for their own government, and ask admittance into the Union; and even spurn them with contempt from Congress, and treat their request with contempt and scorn, by moving to lay it on the table as unworthy of receiving a respectful hearing. But to be satisfied that the true spirit of Locofocoism not only sets at defiance and contemns the will and rights of the people—but twists and changes to suit its own purposes—it is only necessary to watch their proceedings in Congress, where they shadow forth their true principles and give unmistakable evidence of their hypocrisy and demagogueism. A day of reckoning has come upon them and the people having hurled them from power, and fixed their doom, will not revoke it?
