FOUND DEFECTIVE
Chicago, Sept. 26.-Vital defects have been discovered in the "central registration" act--listed as one of the notable achievements of the last Illinois legislature.
Fourteen amendments, inserted in the original bill by the Senate at the suggestion of the Republican county committee of Cook county, never were properly engrossed and were omitted from the bill as it went to Gov. Lowden. It was upon the supposition that the amendments were in the bill that its passage was secured by narrow margins by support from Democrats and Republicans.
The Legislative Voters' League in a bulletin just issued bares the information that the law as it appears in the printed volume issued last week by Secretary of State Emerson differs in essential details from the form in which the Senate and House records show it to have been drawn.
