A writer in the Journal, very justly complains of the encroachments which are daily made upon the side walks, in the most populous parts of the town. A friend of ours a few days since, had a new surtout ruined in attempting to pass some oil casks which were placed upon the side walk. in South Water-street, and many of our citizens have made complaints to us of a similar nature, with a request that we would notice it in our columns. There is a special law of the town to prevent these encroachments, and we hope the proper authorities will see that it is enforced.
