Washington, Dec. 22 (INS) While Japanese and German submarines brought the greatest war of all history to within gun fire distance of both Pacific and Atlantic coasts today, President Roosevelt set the stage to dramatically join the United States, Great Britain, Russia, China, the Netherlands and their associates into a cohesive fighting entity against the Axis powers on every world front.
The nation awaited developments in the move initiated by the White House to bring responsible spokesmen of the anti-Axis powers together to evolve a united strategy council, and quite probably to select a single high command.
Residents of the West and East coasts had immediate worries as Japanese submarines attacked three American merchant ships off the California coast and a German U-boat shelled an oil tanker off the New Jersey coast.
