of vigorous telegrams and letters from the suffrage leaders in his state urging that he investigate what they declared to be deplorable conditions at the institution. His report of conditions there is contained in a letter he wrote to Mrs. Bertha M. Fowler, of Colorado Springs, Chairman of the Colorado National Woman's Party, a copy of which was obtained here today. Referring to his visit, accompanied by two other congressmen and Mrs. Baker, an ardent friend of the suffrage cause, he says in his letter:

"We made a thorough inspection of the female and male quarters. We were conducted through every department by Superintendent Whittaker. We did not allow a hasty investigation, but examined critically into every feature of the place.
