The result of this vote was probably unexpected to the friends of the Tariff; we imagine however, it need not alarm their fears, except the fear that their representatives will be absent when they ought to be in their seats. If the resolution itself do not occupy its little hour, every remaining day of the session, the debate upon the bill itself (if a bill should be brought into the House) will probably be sufficiently protracted to prevent its passage.
WEDNESDAY, JAN. 12.
In the House, after the presentation of a number of petitions and resolutions, and receiving of several reports of committees, the consideration of Mr. Haynes' resolution for the reduction of the duty on brown sugar was taken up, and Mr. Haynes concluded his speech, commenced on Tuesday, in favor of the resolution. He was followed by Mr. Alexander, on the same side, in a speech of considerable length.
Mr. White of Louisiana, then rose but the hour having expired, the House proceeded to the order of the day.
Mr. Hall from the committee on public expenditures, moved to recommit the report formerly presented by him, on the subject of mileage allowed to members of Congress. Mr. Chilton, moved certain instructions to the committee, which Mr. Hall moved to amend.—
Those propositions lay over one day.
The general appropriation bill was then taken up, and the House proceeded to consider the amendments yesterday reported from the Committee of the Whole, to the bill "making appropriations for the support of Government for the year 1831," and they were all agreed to but one, which provided for the appropriation of $8000 for the survey of private land claims, and $130,000 for further surveys of the public lands.
Mr. McCoy moved to amend the amendment, by striking out 130,000 and inserting 60,000.
On this motion a debate arose, which continued until 4 o'clock. The motion was finally rejected, and the amendment proposed by the Committee agreed to.
The question being then about to be put on the engrossment of the bill, Mr. Stanberry moved to strike out the appropriation for the salary of a Minister to Russia for the present year. Mr. S. remarked, that the President had informed the House that the United States were not represented at the Court of Russia, nor was it probable, Mr. S. said, that they soon would be. Under such circumstances, an appropriation certainly was not necessary, and he hoped it would be stricken out of the bill. He called for the yeas and nays on his motion, when, on motion of Mr. Carson, the House adjourned.
