HERE has been much speculation concerning the powers of commissioners, who are said to have been appointed to treat with the colonies. It is thought to be easily determined what their powers are, if we look into the King's speech, and the late act of parliament; which, at one stroke, has put 13 colonies out of his protection, and consequently laid prostrate all government and authority in those colonies under him.
Thus we see the whole power of these boasted commissioners is to tempt towns, counties, and colonies, into a defection from the American union, by the bribes of trade and pardon. -- Lead us not into temptation!
But mark well, ye towns, counties, ports, districts, places, and colonies! FIRE and SWORD is the portion of the first of ye which takes the bribe.

Main Argument
the commissioners' powers are limited to bribing colonies into defection from the american union using trade and pardon, as the king's speech and parliamentary act have removed royal protection, and any who accept will face fire and sword.
