JUDGE SPEER'S CALL.
Judge Speer found Gen. Harrison in the morning and had a pleasant little chat with him. He explained that he only called to pay his respects. Gen. Harrison said he was very glad to see him, and that he wished to talk with him about the south, and especially the new south. Judge Speer told him briefly what progress the south was making. He will probably consult Judge Speer about local appointments, especially those in the department of justice. Afterward Judge Speer called on Attorney General Garland to confer with him about a project of Judge Speer's to arrange for sending young boys convicted for the first time to reform school instead of the penitentiary.
