BOSTON, June 20.

"In his Excellency's proclamation for the encouragement of Piety, Virtue, Education and Manners, and for the suppression of Vice, is the following excellent passage: "That those who shall distinguish themselves by examples of industry and frugality, temperance, sobriety and decency of manners, the love of our country and true zeal for its welfare, the fear and reverence of the Deity, and due regard to the institutions of his public worship, will at all times be countenanced by this Government; and it is my determination to give the preference to such characters in all appointments of honor and public trust."
