Admiral Dewey recently called at the navy department in Washington and urged that the building of the new ships which are to take part in the winter maneuvers in the Caribbean sea be expedited in every way possible. The admiral takes the keenest interest in these maneuvers and is most anxious that a large naval force shall be available. On the other hand, the naval officials are perplexed at the request, for the reason that if the men at the navy yards are worked overtime to complete the new vessels now it will mean that their work done, they will subsequently have to be dismissed and will have to remain idle a good part of the winter. The admiral answers this statement by saying that the navy yards were established for the use of the navy and not for the men. Nevertheless, the officials find the situation perplexing.
