Francfort, Nov. 5. Our Advices from the French Court all agree, that neither the Ministry, nor the Generals can live together in any Sort of Harmony. The former differ about Negotiations, and the latter about that of Operations; in short, Cardinal Tencin is generally thought as much too quick, as M. Noailles is too slow. The latter propos'd raising 60,000 Men this Winter, but the former has demonstrated that less than 100,000 will not be sufficient. As for the Finances, they are in strange Disorder; tho' it is agreed, they never were in better Hands: but on the one Side the Ministers, and on the other the Generals, make such extraordinary and unexpected Demands, that all the Care in the World cannot supply them. There are now seventeen Edicts, most of which are for raising Money, ready to visit the Publick; but their Appearance has been put off till the King's Return to Paris, that the Joy which will be shewn upon that Occasion, may in some Measure, temper the Discontent that some of these Edicts must necessarily occasion.
