BOSTON, May 6.

FROM BUENOS AYRES.

Accounts are brought down to the 9th of March. The government had sent troops to the east side of the river to reduce General Artigas, who still continued hostile to the Portuguese. His head-quarters were at Purisication. The Portuguese hold Monte Video and Colonia.

Letters from General St. Martin, the commander of the Buenos Ayrean army in Chili, to the 1st of January, informed, that no recent military events had occurred in Chili, and that his prospects of success continued. But other accounts announced, that a royal expedition of 6000 men, reinforced from Europe, had sailed from Lima, to attempt the recovery of Chili. That in consequence the revolutionary General, St. Martin, had evacuated all the coast, excepting Valparaiso, and was concentrating his troops—of which 5000 were said to be regulars, with a number of raw troops, and intended waiting the royal attack; on the issue of which much, of course, depended.

The Congress frigate, with the American Commissioners arrived at Buenos Ayres the latter part of February. On the 1st of March they had their first audience of the Supreme Director, and were cordially received. The inhabitants generally were much elated by their arrival. Mr. De Forest, who has arrived out here as Consul-General of the United Provinces of South America, is the bearer of despatches from the Commissioners to government.

Captain Biddle in the United States sloop of war Ontario, was at Valparaiso the 25th of February; as will be seen by the following article:

NOTABLE OCCURRENCE.

The North-American sloop of war Ontario, James Biddle, commander, sailed from New-York the beginning of September, and touched at Brazil. On the 24th she spoke the Spanish frigate Venganza, when the latter proposed to let the Ontario pass—either to Lima, or Talcahuano, to receive wood and water, but refused to let her go into Valparaiso as that port had been placed under blockade by a royal order. The American commander replied that he would enter; that if the royal commander had orders to prevent him, he too had orders to enter the port of Valparaiso. It so happened, the next day the Ontario anchored in the harbour.

The American Captain represents the Venganza, and the Veloz, to be in the worst condition, and that it was not until their negotiation commenced, that they began to load their guns, so that he could easily have possessed himself of both of them.

The American corvette carries twenty-two 32 pounders, and two long 18 pounders, with a fine crew and officers.

The commander of the British frigate Amphion, has informed me [the Governor of Valparaiso] that he should put to sea in two or three days, if the Spanish men of war should make their appearance, to make them understand that the blockade cannot be continued, since they had permitted the American corvette to enter.

FROM CHILI.

On the 12th of February the Declaration of Independence of Chili, was signed and promulgated. A strong force of royalists had sailed from Lima to reduce the State to a Colony.
