The island of Corsica abounds in harbors capable of receiving a fifty-gun ship or even the whole navy of England, with numerous bays, gulfs, and inlets that could be converted into fine Mediterranean ports at little expense. This is well known to the French Ministry, who have appointed engineers to accompany troops from Marseilles and Toulon to fortify them.
