AT CIVIC CLUB MEETING
Regular Session of Organization
Held Tuesday Afternoon
The regular meeting of the Oakland Civic club was held Tuesday, January 27, at the home of Mrs. W.W. Grant. The usual business of the club was transacted and the reports of several committees given.
Miss Jane Robinson rendered two vocal solos, and Mrs. D. E. Offutt gave several readings.
Mrs. J. F. Fahey discussed the relation of rural public health nursing and social service work, stressing the importance of a constructive and corrective program, the effort being to assure to every one his birthright of a sound mind in a sound body.
Extracts from Governor Ritchie's message to the General Assembly of 1931 regarding the activities of the State department of health were read as follows:
"The work of the Health Department has been accompanied by a significant decrease in the general death rate and in the number of cases of communicable diseases.
The State should give continued support to the work of the Department with particular reference to the development of the laboratory services to furnish competent assistance to the physicians of the State in the diagnosis and treatment of communicable diseases.
Support should also be given to a reasonable extension of the system of full time county health departments in response to local demand. At present fourteen of the twenty-three counties of the State have full time county health service and all of this development has taken place since 1920. All counties of the State should have the benefit of this service.
There should be an amendment to the Sanitary District Law providing for the creation of twenty-three sanitary districts instead of ten. This is to provide the administrative machinery for full time county health departments in all the counties. A bill embodying this recommendation will be submitted to the Legislature.
The increase in the appropriations are, with a few exceptions, granted for the purpose of making effective the above recommendations.
