What is this article about?
Continued rains over the past ten days have waterlogged the valley, ensuring moisture for spring crops and good winter wheat condition, but halted plowing and seeding while damaging side roads, particularly the graded but ungraveled Round Butte-Ronan road, making travel slow and dangerous.

Full Text
Reports from country sections state that side roads in the valley are in bad condition and barely passable in places. Chief among the bad roads is the stretch on the Round Butte-Ronan road which was graded and waiting for the application of gravel. When the heavy rains started the gravel had not been applied and the graded portion has been badly cut up and rutted. Other portions of that road are bad also and travel over it is said to be both slow and dangerous.
