LATEST FROM CADIZ.
By the arrival of the ship Caroline, captain Titcomb, in 51 days from Cadiz, we have received the following verbal intelligence:
On the 6th Jan a fleet of 40 sail of Spanish transports, with about 2,500 soldiers on board, under convoy of 2 frigates and 3 sloops of war, sailed for Vera Cruz, where they were to remain until the arrival of another fleet, which was to sail about the middle of February, first to stop at Havana, and afterwards to form a junction at Vera Cruz; from whence they would proceed for the Spanish Main. The object of this expedition was not made known at Cadiz, but was generally believed were to attack the Patriots.
Mr Meade had not been liberated from his confinement-and there was no hopes of it when captain Titcomb sailed
The coast was very much infested by Carthagenian privateers; several vessels from Lima bound to Cadiz, laden with specie, had been captured by them The Spanish government have purchased a number of English brigs, fitted them out, and were expected to sail shortly, in quest of the Carthagenians
Captain Titcomb is the bearer of despatches for government, from Mr Erving, minister at the court of Madrid. It is said they relate to the outrage committed on the United States brig Firebrand, off Havana, and are believed to be of a pacific nature
