CENSUS REPORTS BIG DECLINE RACE ILLITERACY

WASHINGTON, D. C. — The Bureau of the Census announces a significant decline in Negro illiteracy in the United States as reported at the census of 1930. New York State reported the lowest percentage of illiteracy, 2.5, of any state in the union.

In the South illiteracy dropped from 33.3 percent in 1910 to 26 percent in 1920 and to 19.7 percent in 1930.

The Bureau defines an illiterate person as anyone 10 years of age or over who is not able to read and write, either English or in some other language.

Of the 9,292,556 Negroes 10 years old and over, 16.3 percent or 1,513,898 were reported illiterate.

In the North illiteracy decreased from 10.5 percent in 1910 to 7 percent in 1920 and 4.7 percent in 1930; the highest percentage in this section was reported in Missouri, followed by Rhode Island, Ohio and Indiana.

South Carolina reported the highest percentage of illiteracy in the United States in 1930, displacing Louisiana where the highest percentage of illiteracy was reported at each census since 1890; Alabama occupied second place.

In the West, the percentage decreased from 7 percent in 1910 to 4.9 percent in 1920 and 3.3 percent in 1930. California, with 67.3 percent of the total Negro population of the West, had 62.4 percent of the illiterates reported for that section.

Negro illiteracy in the United States was higher for males than for females, although in the District of Columbia and in 13 states—including New York, Illinois, Kansas and California—the percentage of illiteracy was higher for females than that of males.
