INDUSTRIAL DEPARTMENT
MEANING AND FUNCTION OF
THE INDUSTRIAL DEPT.
OF THE OMAHA URBAN
LEAGUE
Less than two months ago a new department was added to the Urban League of Omaha. It was the Industrial Department, having as a broad function matters of Industrial Relations.
Like the builder whose first concern is a properly constructed foundation, the Industrial Department also seeks a solid base. This base is made up of information. Its component parts consist of the factual and the statistical. The base first obtains and then it keeps informed, from all angles, about Negroes at work, at business, in the professions, and all other partially or totally unemployed.
OBJECTIVES: The basic aims and objectives of the Industrial Department shall be to safe-guard the Negro worker in whatever employment gains he has already made; to increase his opportunities for developing new skills and winning new promotions and to get Negroes employed and integrated into every possible industry and business firm in the area.
TOOLS: Like the farmer or the gardener who never goes to the field or the garden without his tools, the Industrial Department recognizes the necessity of tools to attempt its efforts. It recognizes the need of a strong Industrial Relations Committee to serve as a bulwark and a support. This Committee, consisting of a cross section and interracial in character, is a community representation and is an adjunct to the planning and the activities of the Department. It will share equally in the disappointments and upheavals and will share equally in its glories and accomplishments.
FUNCTION: The work of the Industrial Department is diversified and interesting. Interesting because it does not dwell with one line of activities but many. It would be impossible to state all the functions that may be carried on in the Industrial Department because many things occur without warning or foreboding. Therefore, these functions are not listed too specifically but more from a general viewpoint. The general functions of the Department are as follows:
It will coordinate, advise and confer with individuals and groups with regard to discrimination, other industrial problems and complaints of Negro employees. To cooperate and work with other community groups especially where there is a relation to industrial and vocational matters. Another function is to make contacts with management and with union organizations seeking the acceptance and integration of Negro applicants with the object of obtaining apprenticeship opportunities, on the job training and employment.
It is the function also to cooperate with and implement the work of organized placement services. Special efforts will be made for selective placements and placements on Civil Service lists.
VETERANS: The Industrial Department maintains pertinent information covering the Service Men's Act, for instance, G. I. Bill and is prepared to properly advise and counsel with veterans and soldiers regarding employment and all other matters as well.
VOCATION AND EDUCATION:
The Department has planned a function of maintaining up to date information on educational and training institutions for the purpose of educational and vocational assistance. Preparation has been made to give complete information.
It also has as a function the organization and promotion of a workers' educational program. The Department will obtain statistical information regarding Negro employees and Negro-owned business places. And finally, the Vocational and Educational section will plan, supervise and cooperate with worthy and meaningful surveys.
CIVIL SERVICE
The Industrial Department of the Omaha Urban League has set up a Civil Service Division for the purpose of giving help and service to constituents in the community, both veterans and others. All Civil Service releases come regularly to the Urban League where they are immediately posted. Several announcements will be featured each week. Announcements appearing in this column will be chosen when it is ascertained that they will be more applicable. Service includes an interview with a staff person to determine eligibility, assistance with trial questions for examination and aid in correctly making out the application forms. All necessary forms may be obtained at the Urban League and they may be completed there also.
