MORE LEAGUE BUNK
The League of Nations drew up a plausible armaments agreement and then invited every nation to sign. It provided, in substance, that signatory countries could have what arms they needed for national defense, and could sell what they pleased to each other, but not to those countries which refused to sign. It really fixed no limitations at all and was so interwoven with the League itself that the United States could not approve. If the League really wants to produce an effective arms treaty, it can follow the Washington naval armaments pact for a model.
