LATE FROM ENGLAND.
London dates to August 15th have been received by an arrival at Boston. At the above date the King was alive, tho' very low, and little or no expectation is entertained of his recovery. The war tone which was excited in England on the news of the affair of the Little Belt, appears to have in a great measure subsided. The British Ministry are represented in the English papers as anxious to remain at peace with the United States. It is mentioned that Mr. John H. Powell, American Secretary of Legation, left London on the 18th of August, to embark for the United States, with despatches. The late reinforcement sent to the army in Portugal consisted of 9000 men. Russia and Sweden have made a considerable change in their commercial regulations in favor of England, notwithstanding the threats of the French Emperor. Admiral Saumarez's being in the Baltic with a powerful fleet under his command may be one cause of an alteration in the policy of these powers.
